
STREAMLINED CONTRACTING – GOVERNMENT AND NGOS
Malcolm was appointed by Treasury to lead and project manage the delivery of a multi-dimensional change project to improve Government contracting with non-government organisations (NGOs).
Malcolm designed the framework and Empower has assisted the Ministry of Health to implement it. The streamlined contracting framework created is being used by the Ministries of Health, Social Development, Education, Justice, Business, Innovation & Employment, Culture & Heritage and Te Puni Kōkiri, and many NGOs. WHANAU ORA COMMISSIONING AGENCY
Malcolm was part of a multi-disciplined team who supported Te Puni Kōkiri’s Whānau Ora Commissioning Agency project. The goal being to develop and support initiatives that deliver better outcomes and measurable results for whānau and families, which align with the Government’s stated outcome goals for Whānau Ora – a NZ Government programme focused on the wellbeing of Māori and Pacific Island people in NZ.

CabNet SECURE PLATFORM
Department of Prime Minister & Cabinet/State Services Commission/Treasury: Provided procurement support to the CabNet project to strengthen the Cabinet support processes through an electronic platform that enables access to Cabinet papers in a secure digital environment, enhancing productivity in the public sector.

CIVIL AVIATION AUTHORITY
Provided procurement support to CAA as it sought to replace its legacy information management systems, including its Aviation Safety Management System.

ALL-OF-GOVERNMENT (AoG) CONTRACTS
Provided practical legal advice, strategic advice and negotiation support to successfully conclude AoG contracts across the Air Travel, Travel Management, Electricity, Legal, External Recruitment, Mobile, Voice and Data categories. Those negotiations resulted in more than 90 new AoG contracts with suppliers within two years.
